この表現はトーマス・ホッブズによる1656年の著書『The Questions Concerning Liberty, Necessity, and Chance』で初めて確認されている。
T. H. thinks to kill two birds with one stone, and satisfie two Arguments with one answer, whereas in truth he satisfieth neither.
また、この表現はギリシア神話を起源とする説がある。これはミーノース王によって息子のイカロスとともに幽閉されたダイダロスが「一つの石を投げて2羽の鳥を殺し」その翼を奪って逃亡を図ったという話が由来。
